अन्ना व बाबा रामदेव का परिवेश व परिवर्तनकारी तबके के लिये चुनौती : एक पहलू !

 मेरे इस आलेख के दो पहलू हें:
(१.) अन्ना व बाबा रामदेव का परिवेश
(२.) परिवर्तनकारी तबके के लिये चुनौती
(i) इस आलेख का उद्देश्य ,
अन्ना व रामदेव एक साधारण घर व परिवेश व पृष्ठभूमि से आये हें तथा इन्होने इस आन्दोलन से पहले जनता में कार्य करते हुवे बहुत पहले अपना स्थान बनाया था. आखिर कौनसी परिस्थितियों व अंतर्विरोध हैं जिसके चलते क्रांतिकारी तबका इन जेसे लोगों द्वारा किये जा रहें कार्यों को प्रारंभ में नहीं समझ पाता हैं ?
(ii) मेरा नोट इस पर केंद्रित हें कि;
तथाकथित परिवर्तनकारी व क्रांतिकारी तबका आखिर गांव व मोहल्लों में काम करने वाले अनेक लोगों से उपेक्षित भाव क्यों रखते? क्यों इन जैसे अनेको को साथ नहीं जोड़ पाते? भारत की धरती में इन तथाकथित क्रांतिकारी तबके कि सोच के अलावा भी तो समाज का द्वंद है. क्या इस समाजिक द्वंद से सीखकर आगे बढने वालो से यह क्रांतिकारी तबका कुछ सीख सकता हें?
आज के भारतीय राजनितिक परिदृश्य में लगभग सभी जगह पर करीब करीब सभी राष्ट्रीय राजनीतिक पार्टियों से आम जनता, मध्यम वर्ग, किसान व मजदूर वर्ग का मोहभंग हो चूका हैं तब बिना सार्थक व प्रासंगिक विकल्प दिए व जनता को साथ लिये व्यवस्था में क्रान्तिकारी परिवर्तन की बात करनेवालो के लिये यह सबसे गंभीर संकट हैं. आज जो समाज की दुर्गति हम देख रहें यह सब अचानक नहीं हुवा. राजनीति का यह स्वरूप तथा उससे जुड़ी हुयी परिघटनायें भी रातो रात इस रूप में नहीं प्रकट हुवी हैं. समाज की इस अवसादग्रस्त अवस्था से ऐसा लगता हैं की ये 'क्रांतिकारी' देश व काल की वस्तुगत परिस्थितियों का सामयिक व प्रासंगिक परिवेश के अनुकूल विश्लेषण करने में असफल रहें हैं !
(III)आखिर जनता में व्याप्त असंतोष के चलते पैदा हुवी इस सामाजिक-राजनेतिक शुन्यता को कोन भरे ?
आज जब इस राजनीतिक शून्यता को 'नए' बाबा व अन्ना हजारे तथा इनके समर्थकों ने (चाहे किसी के सहयोग व सरंक्षण में ही सही ) एक नए तरह के आन्दोलन में बदल दिया हैं तब केवल यह 'क्रांतिकारी' तबका व उनके संगठन अब इसका फोरी तौर पर विश्लेषण कर रहें हैं. अब यही 'क्रांतिकारी' तबका इस अवस्था में भारतीय राजनीति के मौलिक अन्तर्विरोधो के रहते तथा समझे बिना ना तो इस आन्दोलन को कोई नई दिशा दे सकते व ना ही अपनी कोई सार्थक भूमिका निभा सकते. विडंबना यह भी देखिये कि इन मुद्दों का केवल ये समर्थन ही कर सकते हैं और बस मूकदर्शक बने रह सकते हैं ! अब बाबा व अन्ना हजारे के आन्दोलन इस सामाजिक-राजनेतिक शुन्यता को भर रहें हैं. यह लगभग २ वर्ष का समय समेटे हुवे हैं ! यह इस बात का द्योतक हैं यह 'क्रांतिकारियों' तबका भारतीय समाज व राजनीति के मोलिक अन्तर्विरोधो को समझने में ना केवल असफल रहा बल्कि अपने राजनितिक लक्ष्य की भी सही दिशा नहीं पहचान पाया. शायद 'आजादी' के बाद देश व इन 'क्रांतिकारियों' के लिये यह सबसे कठिन समय हैं. केवल अन्ना बाबा के आन्दोलन ही नहीं बल्कि बिना विकल्प के असहाय होकर विखंडित होती केन्द्रीय सत्ता सबसे बड़ी त्रासदी भी हैं !
१. पहला नाम व उदहारण अन्ना हजारे का हैं जिन्होंने अपनी फौज की नोकरी के बाद ताउम्र जनता की सेवा की हैं. आज जिस मुकाम पर ये हैं अगर हम इस पर अधिक बात ना भी करे तो अन्ना जी लगभग २ वर्ष पहले तो राजनीति के हाशिए पर ही थे ! हाँ, यह जरुर कहा जा जा सकता हैं की वे लगभग १५ वर्षों से पहले ही समाज में स्थापित हो चुके थे. भ्रष्टाचार के खिलाफ व्यापक लामबंदी करने के लिये इन्हें कैसे व क्यों तलाशा गया व एक आन्दोलन का  नेतृत्व प्रदान किया गया हैं इन सब बातों कि पृष्ठभूमि पर यह नोट नहीं लिखा जा रहा हैं. हम कहना यही चाहते हैं की भारत के समाज में अनेक लोग विभिन्न क्षेत्रो में जबरदस्त ईमानदारी से कार्य कर रहें हैं तथा यही लोग समाज, जनता व सरकारों से अपने कार्य का लोहा भी मनवाते हैं. इनमे से अधिकाँश के नहीं, तो कइयों के नाम तारीफे के काबिल होते हैं. सवाल यह पैदा होता हैं कि आखिर भारत का वह वर्ग जो परिवर्तन व क्रांतिकारी बदलाव की बात करता हैं उसकि नजरों में आखिर ऐसे लोग ध्यान में क्यों नहीं आते ? इनसे संपर्क क्यों नहीं साधा जाता? आखिर परिवर्तनकारी व क्रांतिकारी वर्ग समाज के मूल सरोकारों का देश व काल कि पृष्टभूमि में आंकलन क्यों नहीं करते हैं? इन परिस्थितियों के चलते यह क्रान्तिकारी तबका समाज कि मुख्यधारा से नहीं जुड़ पाता जिसके परिणामस्वरूप इन आंदोलनों से या द्वारा अपने आप को हाशिए पर धकेल दिया हुआ पाता हैं.
२. दूसरा उदहारण बाबा रामदेव का हैं जो एक समय में बायसकल पर बैठकर च्यवनप्राश बेचते थे; इस व्यवस्था की अनेक कठिनाई के दौर से गुजरते हुवे लगभग ८ या ९ वर्ष पहले स्थापित हुवे थे. इनकी कई गलतियों रही होगी व कठिनाई भी पर इन 'क्रांतिकारियों' को उनकी दवाइयों में 'मानव' हड्डियां तो दिख गई मगर सेकडों रूपये की पश्चिम कि दवा जब भारत में लाखों रूपये में एक षडयंत्र के द्वारा बेचीं जाती हैं तो नहीं दिखती ! मुख्य बात जिसे मैं इस नोट के माध्यम से उठाना चाहता हूँ वह यह हैं कि बाबा व अन्ना जैसे कई लोग इस देश में ग्रासरूट पर इस समाज के विकेन्द्रित ढांचे में शानदार कार्य कर रहें हैं पर उनकी तरफ इन क्रांतिकारी का ध्यान ही नहीं जाता या जानबुझकर ऐसे लोगों को अनसुना कर दिया जाता हैं. रामदेव जेसे व्यक्तियों का ज्ञान व ध्यान 'क्रांतिकारियों' को पिछड़ा लगता हैं. इससे यह बात प्रमाणित होती हें कि यह क्रांतिकारी वर्ग भारतीय समाज, परिवेश, ज्ञान, विचार आदि के प्रति पूर्वाग्रह रखता हैं. अगर नहीं तो अन्ना व बाबा जेसे कई लोग इन ''जनसेवको'' व ''क्रान्तिकारियों'' के साथ होते ! अब ये लोग रोना रोते हैं की बाबा संघ का आदमी हैं.. बाबा संघ के साथ हो या ना हो वे राजनीति के प्रति तटस्थ तो नहीं हैं रह सकते. बाबा तो फिर क्या इनका (क्रान्तिकारियों का)  इंतजार करते कि कब ये लोग आये व कब मुझे संबल मिले?
क्रांतिकारी तथा परिवर्तनकारी अक्सर यह कहते हैं कि, ''कोई भी व्यक्ति राजनीति से अलग नहीं हैं तथा ऐसे समय में हमें सोचना चाहिए कि हमारी क्या राजनीति हो ''? वंही दूसरी तरफ अपने पूर्वाग्रह से ग्रसित यही लोग समाज की विकेन्द्रीकृत व्यवस्था में काम करने वाले सामाजिक कार्यकर्तायों को  शुरू में ही सामंती, दकियानुसी, रुढिवादी, कट्टरपंथी, धार्मिक, अधार्मिक आदि से पुकारकर अपने स्वयं के प्रति उनमे अलगाव की धारणा को पैदा कर दूरियां बाधा देते हैं. इस प्रारम्भिक अवस्था में ही ये सामाजिक कार्यकर्ता इनसे उपेक्षित हो जाते हैं. कुछ लगनशील सामाजिक कार्यकर्ताओ कि राजनीति ही होती हैं तभी तो वे इस लोकतन्त्र में अपने लिये जगह ढूँढते हुवे प्रत्यक्ष राजनीतिक सरोकारों से जुड़कर सत्ता के विरोध में खड़े होते हैं. अगर पहले से ही राजनीतिक शून्यता हैं तब वे जनता कि बड़ी लामबंदी अपने पीछे जुटा लेते हैं. 
मेरे आलेख के पीछे के भावो का निहितार्थ यही हैं की जो क्रांतिकारी व व्यवस्था परिवर्तन की बात करते हैं वे पहले समाज के मूल अंतर्विरोध को समझे तथा उसी के अनुसार रणनीति व कार्यनीति बनाये ! देश की 'आजादी' के ६५ होने को आये पर समाज व राजनीति की दुर्गति ही देखती हैं. इसे देख व समझ कर एक सच्चे क्रांतिकारी से सहजभाव भाव से यही शब्द निकलेंगे व उसकी यही पुकार होगी की हे परीवर्तनकार्यों आखिर तुम्हे जमीन से जुड़े सामाजिक व राजनेतिक व्यक्ति क्यों नहीं दिख पाते? आखिर आपने सत्य को देखने का कौनसा चश्मा पहन रखा हैं?
 हें क्रांतिकारियों ! समय ना तो किसी को माफ़ करता व ना ही किसी से रुकता ! यह प्रकृति का सत्य हैं.

Indian democratic system and IAC campaign against corruption : A review

After Independence of India we never face such a situation like that of Campaign that has later become movement which has been initiated by The Indian Against Corruption headed by social worker Anna hazare. The IAC team met on 7.3.11. to the PM and given a memorandum on corruption and LOKPAL issues. Latter on 8.3.11 of Anna Hazare written a letter to PM. There after Anna Hazare gone on indefinite fast on 5.4.11 that ended in forming a draft committee having both side equal members. After several meeting there were no consensus between govt. members and IAC members of the committee. The govt., after approval and discussion at their proper level, whatever their manner, reached on the agreement to put forward the draft LOKPAL bill that was prepared by the representative of govt. members of the drafting committee. The IAC prepared their own draft called as JANLOKPAL bill and as per their promise made earlier to the public they again started campaign in the possible ways and means and threaten that if that Bill is not put up in monsoon session of parliament then Anna Hazare will again go on indefinite fast from 16.8.11. Now Anna gone on fast and their after jailed, come on in the Ramlila ground after few days by his own terms. As fast has been ended but so many water has been passed on in monsoon. The situation is that all political partied in parliament passed a proposal for ending fast but they are not agreed on the JANLOKPAL bill. The Ruling as well as opposition has not taken its clear cut approach on the issue as previously Anna has already declared that the entire politicians are corrupt. Congress has its own strategy on this issue from start of the campaign.
If we have to analyze the correct systemic approach of Indian political system, behavior of Indian people’s tendency, role of the media in the capitalist society and character of ruling and middle class then it require some economical, Philosophical and political perception of the Indian society. In this analysis we should have to identify the persons who are representing this campaign, their background and associated organization, right, responsibility and accountability to the Indian society and political system and role and their contribution to Indian masses.
There is Parliamentary Democracy :
We are abiding by the aims and objectives of the constitution. Those safeguard the rights of citizen. The parliament run the state by way of making policies and programs, Judiciary safeguard our Constitution and Executives to implement the policies, program and follow the rules. Our constitution has declared socialism as the aim, while Ruling party has adopted and implemented the policies of capitalism. There are a discussion and struggle of the people in the different part of the country for compelling the parliament to adopt and implement such kind of socialist state as promised in our constitution. The state ruling capitalist class has alliance with imperialist countries for exploiting the masses of India and not to wiling to safeguard the interest of the Indian people.

Civil society and its members:

IAC persons and their association:
1. Anna Hazare is a military retired truck driver unmarried devoted social worker from Maharashtra and he has done remarkable work in water management and social change in his village. He has devoted his life for serving people as a simple person and also has awarded many times for his cause. He is having interesting personality cult like a saint.
2. Anna Hazare has no responsibility of family and no own or associated organizational base having approach of alternative social system, therefore without responsibility and accountability to the organization and country. It is also important fact that in Indian traditional thinking people hoped/believed more strange, spectacular and miracle in that kind of person who look like saint having no personal interest and that can emerge and create a miracle in the society. In this perception, Indian Against Campaign ( IAC ) found a personality like Ana hazare who have not faced politics with accountability and responsibility. These was basic advantageous factors for the campaign against the burning issue of corruption facing people from prolonged time and even that is increasing day by day.
Who are the other members of civil society: Here it is sufficient to mention that most of them are from social work field either independent or having voluntary organization or from NGO's background, although we do not doubt about their own field. In recent days of electronic media, all of them have come into the limelight, particularly in the Middle class. Many of them are renowned figures in the international level; this is what the reason is why they have found themselves as well created and self made personality. All of them are created through this so called corrupt political system, instead of this fact; they only blame corrupt political system and all politicians. Here now question before us is that what are their responsibilities and accountabilities to the country and political system. In what manner they are responsible and accountable to the people and their political organization?
We the people know that what these NGO's are playing their role and to whom they really represent. They take the Rights and Privileges as advantage of being of the workers of NGO. Here we should be aware about the news recently publicized by the New York Time dated 14.4.2011 which made it clear that there is a hand in Arab world uprising as quoting, "U.S. Groups Helped Nurture Arab Uprisings", By RON NIXON where billion of dollars come from USA in different campaign. Now this show that to whom the NGO's are actually serving. They are blaming the politicians and de-politicized the masses, which is in itself a political aims to creating chaos, and distorting the ultimate democracy.

Does Anna is politician? if not then he is playing with the hands of NGOs those are funded from Ford Foundation International. Those are funded from MNC and imperialists countries too. What is the responsibility, accountability in his political life of Anna? First he should have to face the political life and politically motivated worker, not as a voluntary, because, voluntary organization have no any kind of political responsibility and accountability.

Economic and political system after independence:

After the independence of Indian state, the crucial period for the nation, the then USSR made immense contribution for the development of public sector. That was the time when India requires real help and we found good friend, afterward Indira Gandhi had taken some rare good decision for public interest. Time passed and Indira assassinated and Rajive Gandhi came along with imperialist economist Mr. Manmohon Singh. That was the time India turned totally toward capitalist block and public sector has been regularly neglected with intense arrogance and by the compulsion of Imperialist, USA. In almost past three decades due to privatization, liberalisation and globalisation of Indian economy the situation of general Indian people, including most of the middle class, has become worst. All the efforts of ruling capitalist class were and now still are how to rule peacefully without discontent and voice of masses against the economic policy. The burning issues the Indian masses are facing now are starvation, poverty, unemployment, inflation, corruption, disease, malnutrition, health, education drinking water, problems of labors and peasants. These are due the anti-people economic policy being implemented with collaboration of imperialist countries by the ruling capitalist class. The main scenario or picture of Indian economy can easily derive from the sectoral contribution in GDP after independence. It is not hard work to say that at the time of independent nearly 77% of the population were dependent upon agriculture and their GDP contribution were near about that of 65% and now at present population still remain more that 67% dependable on agriculture and their contribution rapidly downfall and their GDP contribution now remain near about 14%. Rich farmers are also included in the share of 14%, and then compare the real situation of small farmer, peasant and agricultural labor.It is cleared that at present service and industrial sectors covering33% population are earning huge amount of national income, which is 85%. In this share and control of capitalist are enormous. No doubt enough money has gone in the pocket of service sector and it is mainly occupied by the Middle class, so that is one of the most emerging class. In the last decades back they have earned ample purchasing power by liberalization and globalization of the economy. It is preferred class not only for ruling political parties but also capitalist class. Middle class; having ample purchasing power, larger wishes, consumerist and materialist orientation, have become the main source of income and profit for capitalist class as well as hyper imperialist capital. The capitalist class has adopted the path of absolute freedom based life values. Middle class, by character in the capitalist society, are following these values, even by some hesitation. Although, till date they have not lost their memory of culture, tradition and ritual function and they occasionally pretend to look like adherence to their culture, but it is only just satisfaction for some time. As absolute freedom based life values by character are decaying one as per universal truth therefore they become natural ally of capitalist. Middle class are being used as a tool for diverting the direction of the struggle of labor, peasantry and mass movement from main issues such like corruption, by the capitalist class.
1. As per Team Anna all politician corrupt, how? We may analyses the real situation:
It is also clear that most politicians are corrupt, but there are so many honest politician and workers who are working for the betterment of political system, through which we can change our social and political system at center and at village level. There are so many politician those are running many Govt. many of others are still working in the field and are struggling against the corruption and all other burning issue of toiling masses, but they haven't lost the hope of whatever opportunities are available in the limited democracy. There are so many politicians those are struggling for alternative social system on which many of the people may believe. Here it is to be made clear that politicians are associated with political organizations and parties have a responsibility and accountability to the organization, parties as well as country. They always interfere in the political affair and create and develop movement, therefore they also invite criticism as well as respect (regard). But why their movement not gains so many momentous this is due to reasons that most of the people, who can support, remain adamant due to ideological differences and political preferences. We also know that this is not the first time that the issue of corruption has been raised before the people of India. Many organizations, individual and parties also fought and still are continuing their struggle. It is also clear that all the people in political system, organizations and parties are not corrupt. Many of them are noble persons, but they had diluted their personality cult in the organizations and parties, so doesn't remained strange or spectacular for the people. People behaved, believed and belonged to politician as they are just accountable and responsible to their own organizational task assigned to them, what is new for them and they are doing their own duty. People are treating them as like their way of tradition and working.
Role of political parties in present time:
In somehow all political parties are facing criticism for not solving the basic problems including burning issue in these days. Corruption is one of these issues. In recent one year we have seen many scams and issues of black money. There is corruption everywhere and in every sphere of life. All these causes created discontent among the masses against ruling Congress party in particular and all political parties in general, particularly among middle class and media plays role according to its character. Traditional belief among middle class and other allied people sought miracle from Anna Hazare’s personality cult of saint as a good social worker, while these people already having discontent against politician and top bureaucrat in involvement of corruption. All these created strong belief that politicians are hatred so that spurt and upraised the people feeling into movement of Miracle. They believed that issues raised by the campaign can eradicate the corruption by miracle. Most of the participant of this campaign are/were youth, many persons those are not young or have lost memory or were least aware and frustrated people again stand up for new campaign in the hope that stranger, spectacular and miracle can take place and LOKPAL can eliminate corruption.
2. Media: Now we should have to look into the role and character of media : Whether it is electronic as well as print, it has played own role as per character, as it is well known fact that media is controlled by the corporate houses and capitalist class, serving to the interest of ruling class, as media belong to/own by capitalist class. Media as corporate house and industry has own interest of making high profit from the primary source of information and by analyzing the issue in their interest and live coverage in this perception. Media is one of the strongest tools in the hand of capitalist and imperialist class, by which they are earning high profit, misguiding the people's unrest, creating chaos in the state, which is beneficial to them. They pretend before the people that Media is neutral in news, information, and analysis and is a fourth estate of the democracy/state. It is pretension and some people know the history of capitalist class Media. We have Just example of 2G Huge scam in which just some neutral and committed journalist exposed the nexus of paid news lobbyist between Media-Corporate houses and Politician. What a shameful example of this capitalist society it was? What was a work of Nira Radia? In simple word she was created and developed nexus between Media-Corporate houses and Politician. What was the purpose of this nexus? Were they serving the country? It is just not example but it is the working style of the system. We may look into some deep issues; Media is also popularizing and applying their managerial and administration skill, not only to control saving, investment, capital, technological know-how and manpower establishment but also to control state even better on the cost of more and more exploitation of the masses and corrupting the system as a whole. By this way they are managing the system of corruption and nexus. Can we believe that capitalist society will ever remove the corruption? Most of the youth are in illusion. Youth have been trapped in illusion. How they are trapped in this illusion, because ruling capitalist class in well manner and systematic, strategy and tactical line taken the political action for their vested interest.
Corruption cannot be removed by them; rather they are the creators of corruption:
We know that corruption is an ingredient of the capitalist society, because it gives absolute freedom to the person who is by nature greedy and selfish, there may be exception but exceptions are never followed by the people. How can then they stop such greedy person of capitalist society, while he/she enjoy absolute freedom rights? Media created havoc, suspicious, strange and regular coverage for giving extra importance, which itself resulted in creating a mob mentality and which also become strong force to reckon. It is psychological slavery and it has been created by media mania and mob mentality of our and we the people are become habitual of this type of publicity stunt while ignoring those Real Hero of people who are still waiting for a first sight of people eye only.
This campaign initiated by IAC:  
First of all we should to accept and better to know that “modern and civilized politics” is a different kind of war in regressive era of democracy and nationalism.
According to the Team Anna, what does Jan-Lok Pal actually means? There will be an ‘officer’ called lokpal who will controls Both Parliament and Supreme court so both PM and CJI will be under accountable and responsible in the behavior, particularly in the corruption charges that simple means they will be under his pressure and work according to him. In other words that means lokpal will kill inner soul and spirit of Indian democracy (as PM is elected head of our democracy) and will kill soul of freedom judiciary system. Can we imagine why this super power is going to be created? Who are the vested interested forces in the open field and those are wearing unidentifiable mask are. We may look into the incidences that have taken place during last 6 months so that we may reach at some conclusion. . We can try to understand why this issue become core concern or to reckoning in recent Indian politics. These Incidences show that there are all fair in war and love.
We know that the IAC team met on 7.3.11. to the PM and given a memorandum on corruption and LOKPAL issues. Latter on 8.3.11 of Anna Hazare written a letter to PM. Think about the previous political history of Modern India that was the time when what a different kind of voice had been raised by the people and different political parties of India! Thereafter CVC come has come into existence. What is the situation of that very body? Why we are not speaking transparency in this body? If not, why there is an again hue and cry for creating the super power? People know that corruption is ingredient of capitalism and after all recent situations has been totally changed towards LPG era. Then how it will be minimize when the role of privatization is expanding?

This campaign initiated by IAC motivated by Congress's strongest lobby, supported by BJP and middle class and sponsored by capitalist media. This was and is the campaign and in last moment become movement. This movement stimulated by ruling Pro- imperialist Congress party is aims at;

1 to divert the people from the burning issues including corruption. These are due the anti-people economic policy being implemented with collaboration of imperialist countries by the ruling capitalist class.

2. to divert the direction of opposition and make them weak in the public through raising their pending issue of LOKPAL bill and that issue has been raised by a non political groups like IAC,( a combined platform of NGO’s) for them NAC having consulting role.

3.to weak the movement of Baba Ramdev against black money in foreign land and corruption. We are already aware of the situation that IAC have initiated the campaign after the more time passed on by Ramdev and Central Govt. was very worry about this mass movement.

Their main issue of corruption charges against the ruling congress party has been hijacked by congress via IAC Campaign making fool to the people. Team Anna backed by NGO are blaming the politicians and de-politicized the masses, which is in itself a political aims to creating chaos, and distorting the ultimate democracy and creating unstable situation inviting imperialist countries to interferences in the internal situation. Their very purpose is to serve for the cause of Imperialism as they are funded by them.
Most of the youth are in illusion. Youth have been trapped in illusion. How they are trapped in this illusion. We are asking our rulers and Team Anna that does LOKPAL will solves any above problems as if it enacted in toto?

Fast of Anna Hazare from 16.8.11 to 28.8.11: We all know that when Anna has started indefinite fast the initial demand put forwards were the following demands:

1.Jan lokpal has to be passed by 30th Aug.

The person who will file or say complainant will also take another track and rout, so lokpal will become a tools to increase the corruption at an alarming rate. LOKPAL : Is it Alternative approach for corruption eradication?

If we have to analyze the correct systemic approach of Indian political system, behavior of human tendency, role of the media in the capitalist society and character of ruling and middle class. This require some economical, Philosophical and political perception of the Indian society. In this analysis, first we should have to identify the persons who are representing, their background and associated organization, right, responsibility and accountability to the Indian society and political system and role and their contribution too. Here it is also important question to be raised that from whose fund they are really running their organization and to whom they are really serving. There after we should have to look into and analyze the correct systemic approach of Indian political system, behavior of human tendency, role of the media, character of Indian state, character of ruling and middle class , role of imperialism in the developing countries, globalization and liberalization policies and the Constitution and its main aims.

Constitution: It is Parliamentary Democracy, who are abide by the the aims and objectives of the constitution. Constitution also safeguard the rights of citizen. The parliament run the state by way of making policies and programs, Judiciary safeguard our Constitution and Executives to implement the policies, program and follow the rules.
State character: Our constitution has declared as the aim of socialism, While Ruling party has adopted and implemented the policies of capitalist. These is a discussion and struggle of the people in the different part of the country for compelling the parliament to adopt and implement such kind of socialist state. The state ruling capitalist class has alliance with imperialist countries for exploiting the masses of India and not to wiling to safeguard the interest of the nation and its public.

Civil society and its members:

first of all Anna Hazare is a military retired unmarried devoted social worker from maharashtra and he has done remarkable work in water management and social change in his village. He has devoted his whole life for serving people as a simple person and also is awarded many time for his cause.
Secondly Anna Hazare has no responsibility of family and no own or associated organizational base in India, having alternative social system, therefore without responsibility and accountability to the organization and country.
It is very true and important in Indian traditional thinking that which person is to be believed and that from whom we even expect a miracle that can emerge and create a structural change in the society. In this perception Indian people found a personality like Ana hazare who has not faced politics with accountability and responsibility, which concludes that he was a selfless and interesting personality cult like a saint. These are basic advantageous factors for the campaign. In this perception People hoped/believed more strange, specular and miracle from the burning issue of corruption facing from prolonged time and even increasing day by day.
Who are the other members of civil society, not to count by name here it is enough to mention that most of them are from social work field either independent or having voluntary organisation or from NGO's background, although we do not doubt about their their own field. In recent days of electronic media, all of them has come into the limelight ,particularly in the Middle class. Many of them are renowned figures in the international level, this is what the reason is why they have found themselves as well created and self made personality. All of them are created through this so called corrupt political system, instead of this fact, they only blame corrupt political system. Here now question before us is what are their responsibilities and accountabilities to the country and political system. In what manner they are responsible and accountable to the people and their organisation?
We the people know that what these NGO's are playing their role and to whom they really represent. They take the Rights and Privileges as advantage of being of the workers of NGO. Here we should be aware about the news recently publicized by the New York Time dated 14.4.2011 which made it clear that there is a hand in Arab world uprising as quoting, "U.S. Groups Helped Nurture Arab Uprisings", By RON NIXON where billion of dollars come from USA in different campaign. Now this represent to whom the NGO's are actually serving. They are blaming the politician and de-politicized the masses, which is in itself a political aims to create chaos, anarchy, disturbing the ultimate democracy.
Are all politician corrupt?: We may look into this question also. It is also clear that most politicians are corrupt, but there are so many honest politician and workers who are working for the betterment of political system, through which we can change our social and political system at center and at village level. There are so many politician those are running Govt. Many of others are still working in the field and are struggling against the corruption, there are so many politician who are even unable to fight against corruption but they haven't lost the hope of whatever the limited democracy available. There are so many politician those are struggling for alternative social system on which most the people may believe. Here it is to be made clear that those politician who are associated with political organizations and parties have a responsibility and accountability to the organization, parties as well as country. They always interfere in the political affair and create and develop movement, therefore they also invite criticism as well as respect(regard), but most of the people remain adamant due to ideological differences and political preferences, as a result their movement has not gain any momentum and strength. It is also clear that people may follow tradition for prolonged time, but do not believe sudden structural change or miracle from tradition. We also know that this is not the first time that the issue of corruption has been raised before the people. Many organizations, individual and parties also fought and still continuing their struggle . It is also clear that all the people in political system, organizations and parties, are not corrupt. Many of them are noble persons, but they diluted their personality cult to the organizations and parties, so doesn't remained strange for the people. People behaved, believed and belonged to politician as they are just accountable and responsible to their own organisational task assigned to them, what is new for them and they are doing their duty. People are treating them as like their way of tradition and working.
Political parties : In some how all political parties are facing criticism for not solving the basic problems including burning issue in these days, (the corruption) as we have seen many scams and issues of black money. There is corruption everywhere and in every sphere of life. All thiese causes created discontent among the masses, particularly among middle class and media plays its role. Traditional belief among middle class and other allied people sought miracle from Anna Hazare"s personality cult of saint and good social worker, while these people already having discontent against politician and top bureaucrat in involvement of corruption, created politics as hatred that spurt and upraised the people feeling into movement of Miracle. They believed that issues raised by the campaign can eradicate the corruption by miracle, may many of the persons those are not young or has lost memory or were least aware and frustrated people again stand up for new campaign ,so that stranger, spectacular and miracle can take place.
Two mass movement on the issue of corruption : The Country had fought two mass movement with more people"s involvement, but these were for capture of state, through democratic system, that is one for against of emergency and restoration of democracy and another led by VP Singh and allied political parties. These were really mass movements. Although their aims were clear, that is to over through the corrupt, anti people and dictatorial ruling Congress party. India Against corruption was not movement, it was and is still a campaign.
Media: Now we should have to look into the role and character of media. Whether it is electronic as well as print, has played its own role, as it is well known that media is controlled by corporate houses and capitalist class, serving to the interest of ruling class as media belong to/own by capitalist class. Media as corporate house and industry has own interest of making high profit from the primary source of information and by analysis the issue in their interest and live coverage in this perception. Media is one of the strongest tool in the hand of capitalist and imperialist class, by which they are earning high profit, misguiding the people's unrest, creating anarchy in the state, which is beneficial. They pretend before the people that Media is neutral in news, information, analysis and is a fourth estate of the democracy/state. It is pretension and people know the history of capitalist class Media. We have Just example of 2G Huge scam in which just some neutral and committed journalist expose the nexus of paid news lobbyist between Media-Corporate houses and Politician. What a shameful example of this capitalist society it is? What is a work of Nira Radia? In simple world that she was created and developed nexus between Media-Corporate houses and Politician. What is the purpose of this nexus, are they serving the country? It is just not example but it is the working style of the system. We may look into some far away, Media is also popularizing and applying their managerial and administration skill, not only to control saving, investment, capital, technological know-how and manpower establishment but also to control state even better on the cost of more and more exploitation of the masses and corrupting the whole system as. By this way they are managing the system of corruption and nexus. Can we believe that capitalist society will remove the corruption? Corruption can not be removed by them, rather they are the creators of corruption, we know that corruption is a ingredient of the capitalist society, because it gives absolute freedom to the person which is by nature greedy and selfish, there may be exception but exception are never followed by the people. Media created havoc, suspicious, strange and regular coverage for giving extra importance, which itself resulted in created a mob mentality and which also become strong force to reckon.
The middle class is one of the most emerging class. Why it is so? To understand this we should have to look into the sectoral contribution in GDP after independence, it is not hard work to say that at the time of independent nearly 75% of the population were dependent upon agriculture and their GDP contribution were near about that of 60% and now at present population still remain more that 67% dependable on agriculture and their contribution rapidly downfall and remain only 15% in GDP. It is cleared that at present service and industrial sectors covering 33% population are earning huge amount of national income, that is 85%. No doubt enough money has gone in the pocket of service sector and it is mainly occupied by the Middle class, so that is one of the most emerging class. In the last decade back they have earned ample purchasing power by liberalization and globalization of the economy. It is preferred class not only for ruling political parties but also capitalist class. Middle class; having ample purchasing power, larger wishes, consumerist and materialist orientation, have become the main source of income and profit for capitalist class as well as hyper imperialist capital. The capitalist class has adopted the path of absolute freedom based life values and Middle class as well are following these values, even by some hesitation, as till now they have not lost their memory of culture, tradition and ritual function and they occasionally pretend to look like adherence to their culture, but it is only just satisfaction for some time. As absolute freedom based life values by character are decaying one as per universal truth .
Monk- media-money-middle class and elite class mob mentality: What is the character of middle class and elite class, as I have already made it clear above in the note which is reproduced in short here that "The capitalist class has adopted the path of absolute freedom based life values and Middle class as well are following these values, even by some hesitation", they found them self near to ruling class and always remain in confusion about decision taking process, they are targeted as as a tool for diverting the direction of the struggle of labor, peasantry and mass movement from main issues such like corruption, by the capitalist class.
Background of the lokpal bill and recent events; There is no one single person in the nation who is against the very concept of the LOKPAL issue. The Issue is kind, criteria, judicature and how the corruption is to be eradicated. What is power and responsibility? Are we challenging the constitution and Parliament Democracy in the name of LOKPAL or creating one another power of center or centralizing the some powers in the hand of LOKPAL? Are the PM and Ministers become unaccountable to parliament even so far limited? In the guise of bill, the Govt. will empower the LOKPAL to minimize the role of Judiciary which brought several corruption cases among public knowledge in recent time period, in the cause of which govt, has gone in back foot? LOKPAL Bill is lingering on till now 43yrs due to crucial reasons that congress and other ruling parties want a another center of power on which there is no control of the parliament(people). We can easily understand that congress is compelled by the political and economical crisis, to create LOKPAL as a new power of center (by virtue of a new draft bill), who will not be in purview of parliament. Congress party, as representative of the capitalist class, having nexus between politician-capitalist and bureaucrat, created corruption and now they are unable to face the parliament. In the last one year many scams and corruption cases has come into the light of public knowledge and day by day congress is losing the confidence of not only the public but also even their cadre. We should look into the democratic history and character of the ruling class. This in not the first chance that the corruption has become the main issue of the public. We have not lost our memory that in the time of Indira Gandhi, there were so many corruption and black marketing charges against the Govt. and that created very awareness among the public, even more just like this time that all politician are the corrupt people, but that time Indira Gandhi imposed the state of emergency and "mass movement of the people" led by all opposition political parties, that is not like that of five days fast and civil society campaign, which compel the congress to withdraw the emergency and in General Election these people had defeated the Indra Gandhi's congress. That time Govt. had no such face like present LOKPAL , still the struggle by the people had restorated our democracy. We must take lesson of the character of the ruling capitalist class in any of world, not only in India, when political crises deepen, then all the allied forces of capitalist class, including media, had tried to divert the main issue of the people like that of corruption and diverted mass movement and created chaos, anarchy and illusion. We the people of India have to link the corruption issue for safeguarding the even whatever available our limited democracy till we will not attain greater democracy.This campaign is extra force created by ruling party to demoralize the opposition to accept the mass movement" draft bill which is nothing but only what congress wants that it should not have to face the parliament in next three yrs, now it is also clear that main issue of fake currency case is yet to come in the parliament and nobody is in a situation to save even the face of govt. Congress. on the one hand having alliance with several parties is under pressure to govern the state, while they itself can not lose the power at center as in habit, but facing most corruption cases against their ministers, the entire govt. including PM, are under the dark cloud shadow of corruption charges and black money in India and in Swiss bank. In the Democratic history of Independence India we have never seen such a type of corrupt Govt. So they just want to prove in the name of this campaign that we want to accept the Bill and only opposition is creating hurdles for accepting the good draft Bill prepared by the people(here only civil society) itself . Now what is bill that the corruption matters of PM , Ministers, and Judges are to be deal in lokpal. The Lokpal (as per Jan Lokpal Bill) would be the ultimate authority to investigate, prosecute and punish a corrupt person. The proposed draft bill, as on dated 16.4.11 will cover the PM, Central Ministers. CJI of SC, Judges of supreme court, CJ of high courts and other judges. It is clearly creating a super power of center. What will the role of the parliament which is representing the people and ultimate aims of our democracy, and parliament is only to bound to accept the decision/verdict given by the Lokpal.The fate of the democracy will be decided by the LOKPAL and not by the people. Parliament is just wait and watch the verdict of corruption charges against PM and Minsters. When the whole the system of our constitution that is Parliamentary, Judiciary and Bureaucracy is declared to be corrupt then Who is the LOKPAL and its members and from where they will come from, Can God and sister concern will save us.? But there is Hope that those CAPITALIST itself and their well wishers are not corrupt people, even they never remain in this state of corruption in previous time, after all they are being saved by their ruling party, not to be covered by the draft Bill. The entire campaign is pre-plan a media-simulated, anti-political middle class urge in the hope of Miracle from the LOKPAL and political motivated by ruling party as well as capitalist class.
Now it is most importation question here to be raised is that by what reason, background this campaign resulted in such historic culmination itself: Shri Hazare and his colleagues had met the Prime Minister, the Law Minister and other senior officials on March 7, 2011. During the discussion that lasted more than one hour, the Prime Minister had told the group that “I appreciate and share your concern on corruption.” Shri Hazare and his group had presented the Prime Minister a draft of their proposal on a Lokpal. The Prime Minister offered and the group accepted a suggestion that a sub-committee of the Group of Ministers could interact and discuss the draft with the civil society activists.
On 8.3.11 Anna Hazare written a letter to PM which is reproduced there, which was posted on 10 march 11 Dr Manmohan Singh, Prime Minister of India, New Delhi. Sub: Our discussions regarding the Jan Lokpal Bill. Dear Dr Singh, We thank you for the courtesies extended to the team of “India against Corruption (IAC)” when we met you on your invitation for discussion on the Jan Lokpal Bill. At a time when the whole country is bleeding due to corruption, we are concerned that you expressed inability to act against corruption till 13th May due to ongoing Parliamentary session and forthcoming assembly elections. You suggested that a “symbolic” meeting of a sub-committee of Group of Ministers could be held after 25th March with the representatives of IAC. Rather than have this symbolic meeting, we feel that a genuine beginning could be made if the following steps were taken: 1. As written in my earlier letter to you, the government should immediately constitute a “Jan Lokpal Bill Committee (JLBC)” which should consist of five members of civil society (to be suggested by IAC) and an equal number of members from the government to draft a Lokpal Bill on behalf of the Government. The committee should be headed by a civil society representative. 2. The JLBC should treat the Jan Lokpal Bill prepared by IAC as its working draft. 3. JLBC will submit its final report by 13th May 2011. 4. The report submitted by this committee should be treated as final and should not be subjected to scrutiny by yet another committee. Therefore, we request that such people from the government should be included, who either have direct power to make decisions or would be in direct contact with key decision makers. 5. The government should introduce the Jan Lokpal Bill as prepared above in the monsoon session of Parliament, with a view to get it passed through both Houses of Parliament by the end of this year. This was promised by you in the meeting. I am continuing with my decision to start my indefinite fast from 5th April, unless the Government demonstrates its genuine intentions to act against corruption by implementing the above steps. Yours sincerely (Anna Hazare). Who are the ally and hidden interest with IAC Campaign and what is the character of that campaign. First let us look from where the fund of campaign had came. As per news received on April 13, the movement received donations of Rs 82.87 lakh, according to the statement of receipts and expenditure. The expenditure statement shows that about Rs 32.69 lakh has been spent so far on activities including the January 30 rally, indefinite fast in April and preparatory work. donors are Enam Securities, JM Financial Foundation, Eicher Goodearth Trust. Sitaram Jindal, promoter of the Rs 650-crore Jindal Aluminium Ltd, HDFC Bank and Jammu & Kashmir Bank all are nothing but capitalist.
So it is clear that campaign is directly funded by the capitalist class, here there is no more contribution from public.which concludes that the actual money spent was of capitalists, what could have been the interest of this class in spending their own money? Thereafter Anna gone on 5 April on fast and after hesitation before public eyes Govt. compromised in love-friendly way. All the demands has been accepted by the govt. and thereafter which ended the fast of the "Gandhvadi" the fast of Annaji. Anna has also threatened to the govt. after ending his fast that if the Bill is not passed till 15 august, I will take march towards Red fort .That is real picture in the letter of Anna itself which is speaking one truth before us, that there was no threatening to Govt. but only to the Parliament, that is what actually govt. wants Anna to speak up. Next, Now What Anna has said that PM has made promised to passed the Bill through both Houses of Parliament. So there was promised made by the PM and he has accepted the demands for further proceeding. So that was the threatening on behalf of PM itself, what may we expect from Dictatorial congress? Hazare after fast, also made irresponsible statements against the ordinary voters that they also have lacked awareness and is swayed by money and liquor. He may have lost his memory or their may be hidden hand in making such remark against voters. It was this voter that defeated Indira Gandhi’s emergency regime and reestablished democracy with such vigor that it has now become inseparable with Indian reality. It is this even limited democracy that provides the space for social activism and hunger strikes of this nature. Latest development after first meeting is that draft Bill put forward by the civil society is some different from what they have earlier made promise from "the people". As per so far news we have received, several amendments have been made by the Anna as requested by the govt. Selection committee has been made three tier instead of one previously, PM has been made as the selection committee chairman. Anna retreated from the previous stand that Judges and higher Judiciary should not be included in the Draft, but as per Govt, stand NGO,S Proposal he have to accepted it. There also clear that PM and Central Ministers are still included in the Draft. In this field Govt. and NGO,s are found on the same track. We should have to wait and watch the next meeting of the draft committee. In this all proceeding ruling congress got immediate relief, as they are facing in some major Assembly Election. Their leaders were not even facing the people and looking for face saving, now Sonia Gandhi and PM come ahead and accepted the all demands of IAC and in the public eyes they again become honest, while other political parties and politician are in defence, even they remain silent on the all ongoing draft committee proceeding, they are to be treated as in favor of corruption. How can opposition now oppose the proceeding? Parliament session is much far away, till they have to remain silent. Now opposition is Anna Hazare and other NGO,s, which is nothing more than same ruling party. IAC will play the role of the opposition as such congress like and want from them. Are emotional Blackmailing of the people by the Media, IAC Campaign, capitalist and congress justified in any moral values?
Now what can opposition do? Their main issue of corruption of the ruling congress party has been hijacked by congress via IAC Campaign, there is also clear that role of Parliament democracy and people will be decreased after passing of the LOKPAL Bill. There would be no more role to be played by the JPC, which is itself representing the people in the cases of major charges against the Govt. If the Parliament will not pass the Bill in monsoon session, there will be march of Anna and IAC Campaign towards Red fort. Now still miracle can save the country ! It is and will creating chaos, anarchy through the support of Govt. and ruling party itself. The approach taken by this IAC Campaign is also threat for even limited democratic of our constitution. We should have to save limited parliamentary democracy.
In the analysis, Corruption can be eradicated by adopting the relative and integrated life values based freedom society and not by the absolute freedom based life values based society. Only the mass movement based on subjective conditions and objective analysis can also establish real democracy on the basis of relative and integrated life values based freedom society which will eradicate all evils and exploitation of the society.
